The Ministry of Energy starts a public discussion on the creation of specialized maps and a register of energy objects
The Ministry of Energy proposes for public discussion a draft Ordinance on the content, conditions and procedure for creating and maintaining the specialized maps and register of energy objects and facilities owned by the operators of the electricity transmission and distribution networks, as well as hydrotechnical facilities at public state dams property. The Ministries of Energy and Regional Development and Public Works offer for public discussion a draft Regulation on the content, conditions and procedure for creating and maintaining the specialized maps and register of energy objects and facilities owned by the operators of the electricity transmission and distribution networks, as well as of hydrotechnical facilities to dams of public state ownership. The project was developed in compliance with § 23 (1) of the Transitional and Final Provisions to the Law on Amendments and Supplements to the Law on Cadastre and Land Registry.
The project regulates that the specialized maps and registers are produced for the purpose of documenting the spatial position and the main technical characteristics of the constructed energy network in the licensed territory of an energy enterprise. They provide information on: operation and maintenance of electrical substations, node stations, transformer posts and high, medium and low voltage power lines; research and design for the construction of new and reconstruction of existing electrical substations, node stations, transformer posts and high, medium and low voltage power lines and other objects of the energy network; development of layout schemes and general and detailed layout plans; preliminary studies and development of investment projects; creation of an information system by the operator of the respective network for the built energy network in its licensed territory.
The specialized maps and registers are created and maintained by the operators of the electricity transmission and distribution networks. They should be in digital form in a format according to the requirements of the Law on the Cadastre and Property Register or in a format maintained by the Single Information Point. In this way, easy access to them is ensured. In addition to data on the built network, they also reflect areas of restrictions on land properties that result from an easement or restriction arising on the basis of a regulatory act, administrative act or contract.
The draft regulation provides that access to the data from the specialized maps and registers will be carried out electronically through the information portal of the Single Information Point.
