The political party There is Such a Nation (ITN) proposes serious changes to the Energy law

On June 3, the political party "There is such a people" (ITN) submitted the next proposals for amendment and supplement of the Energy Law. We remind you that this law has been changed 22 times so far. The current version proposes large-scale changes - from the EUSF and the stock market to the functions of the EWRC and the water and sewerage sector.

Including the Transitional and Final Provisions, it is proposed that the Energy and Water Regulatory Commission (EWRC) set different prices for electricity, heating, gas and water depending on the amount consumed.

The aim is to reduce economic barriers to access to these services, which are in the public interest, reads the reasons for the bill. The deputies believe that these changes will ensure the EWRC to be independent of the executive branch and its activities to be carried out on the basis of impartiality, professionalism and integrity.

Below in the part "Preliminary impact assessment" as a basis for a legislative initiative it is stated that the Draft Law, in the part introducing the possibility of EWRC to set tariffs of prices depending on the consumed amount of electricity, heat, natural gas and drinking water, aims to reduce economic barriers to access to services of public interest. The application will also have a positive social and economic effect on household users of these services ""

The deputies previously stated: "In connection with the need to establish a single mechanism for compensation of energy companies for their costs to meet additional public service obligations imposed on them in order to ensure continuity and security of natural gas supply in the Republic Bulgaria is proposed to amend the legal framework for the following reasons:

The current legal framework of the Energy Act and the bylaws on its implementation provides for the right of energy companies to claim compensation for costs arising from the additional obligations imposed on them to serve the public, and the method of compensation for costs is determined by the adopted from the Commission for Energy and Water Regulation methodology for distribution of these costs in a transparent way among all customers ", write the deputies from ITN.
