Minister Dilov: We are taking steps to reduce the administrative and regulatory burden for business

The Ministry of Economy and Industry will work actively to reduce the administrative burden for business and citizens. This was stated by the Minister of Economy and Industry Petar Dilov during the parliamentary control today.

"Our efforts are aimed at reducing the administrative burden within the regimes themselves, including the phased complete electronicization of services and registers, as well as the introduction of ex officio information collection and establishment of circumstances ex officio," he also pointed out.

According to him, the prepared Program for the Management of the Republic of Bulgaria pays special attention to specific measures to reduce the bureaucratic and regulatory burden.

He emphasized that some of the regulatory regimes at the national level also stem from the legislation of the European Union. “Among the priorities announced by the new European Commission are simplifying the regulatory environment, reducing the burden on business by creating better rules and speeding up administrative procedures,” the Minister of Economy told the MPs.

Minister Dilov pointed out that work at both the European and national levels should focus on three main aspects related to developing high-quality legislation, simplifying existing rules and correctly and uniformly applying the legislation by all. “Specific legislative proposals are expected from the European Commission in 2025, and the Ministry of Economy and Industry will work to achieve positive results as soon as possible,” he explained.

The Minister of Economy explained that over the years, a number of consultations and studies have been conducted at the national level on the administrative regimes and procedures that create the greatest burden on business. "As a result, measures and plans have been implemented to ease them, including the removal of the requirement to provide certain certification documents in paper form, the development of a business manual for small and medium-sized enterprises with the financial support of the European Commission, which assists companies in navigating the regulatory framework throughout all phases of their life cycle, as well as the implementation of action plans to reduce the administrative burden on business, including reducing the burden of certain legislation by 30% and others by another 20%," Dilov said.

During the parliamentary control, Dilov informed that the Ministry of Economy and Industry is directly related to the regulatory regimes related to the control of foreign trade activity with defense-related products, dual-use items and technologies, as well as the issuance of permits for the production of weapons, ammunition, explosives and pyrotechnic items. The Ministry also administers licensing and registration regimes under the Law on Control of Narcotic Substances and Precursors, the Law on Administrative Regulation of the Production of Optical Discs and Matrices, the Law on Wine and Spirits, the Law on Administrative Regulation of Economic Activities Related to Oil and Oil Products, the Currency Law and the Law on Tobacco, Tobacco and Related Products.
