The Minister of Transport and Communications, Georgi Gvozdeikov, discussed with representatives of the industry the proposals for changes in Ordinance No. 37 and Ordinance No. 38, regulating the terms and conditions for the training and examinations of candidates for acquiring the legal capacity to drive motor vehicles.

"With the digitization of services and activities in the training of drivers, especially the replacement of paper diaries and cards with electronic ones, we aim to modernize the training process and make it transparent and competitive", noted Minister Georgi Gvozdeikov. He pointed out that the state has a commitment to provide modern mechanisms and opportunities for monitoring and control of training to ensure that the stages of training are passed and all hours are taken.

"At the moment, the documentation for each student is kept on paper by the learning centers and could easily be manipulated, and the control over these processes is extremely difficult. After the digitization of the documents, they will be accessible to both the teachers and the students and the control bodies in the "Automotive Administration" IA, pointed out the Minister of Transport. He was categorical that the proposed changes do not aim to make the work of auto-moto teachers more difficult, but to make it easier. A period of development and testing of the system is planned before it is actually put into use, the minister noted.

During the meeting, the representatives of the branch organizations did not reach a consensus on the proposed innovations, with some of them declaring their support, while others expressed their reservations towards the introduction of electronic diaries and cards, defending the view that they prefer to continue working with paper documents.

We remind you that the regulations were published on the Public Consultation Portal of the Council of Ministers - https://strategy.bg/ on 11.6.2024 with a one-month period for public discussion, which expired on 11.07.2024. Currently, all opinions received in the course of a public discussion, are considered and discussed in detail, after which the texts will be sent for agreement to the competent institutions.
