The deputies created three temporary committees - on the facts surrounding Turk Stream, the derogation for Lukoil and corrupt practices in the Customs Agency

In a debate that lasted until midnight and looked more like a pre-election one, the deputies of the National Assembly decided to create three temporary committees:

- to check all the facts regarding the "missing" "Roadmap for the implementation of the project for the expansion of the gas transmission system of the Republic of Bulgaria", as well as all the facts and circumstances regarding the implementation of the "Turkish Stream" project on the territory of the Republic of Bulgaria.

- to establish the economic effect for Bulgaria of the requested and granted derogation, which was used by "Lukoil", as well as non-fulfillment of an obligation of the Minister of Economy and Industry for the entry into force of the Law on compensation of the costs of transport users and its consequences of this default.

- to investigate the corrupt practices in the "Customs" agency and the possible role of Asen Vasilev in them

Turkish Stream Interim Commission

The decision to create the temporary commission on TurkStream was reached after more than four hours of debate with several breaks for breaks.

The project decision is based on the proposal of "Continuing the change - Democratic Bulgaria" (PP-DB). The temporary commission will consist of 12 people's representatives. They will be elected on a parity basis - two from each parliamentary group. These are Tomislav Donchev and Alexander Nenkov from GERB-SDS, Venko Sabrutev and Martin Dimitrov from PP-DB, Ramadan Atalai and Stanislav Anastasov from DPS, Daniel Prodanov and Kosta Stoyanov from Vazrazhdane, Dragomir Stoynev and Borislav Gutsanov from BSP for Bulgaria ", as well as Toshko Yordanov and Pavela Mitova from "There is such a people".

The term of the commission will be 1 month. Parliament failed to elect a committee chairman.

It is envisaged that this temporary commission will establish the chronology of the actions of signing the Road Map and the legality of the actions of the then acting Minister of Energy Temenuzka Petkova (GERB-SDS) and other administrative persons. The commission must also establish all the facts and circumstances related to the implementation of the "Turkish Stream" project on the territory of the Republic of Bulgaria - financing, tender procedures, construction, amount of transit fees, profitability and operation of the project - have all legal and administrative requirements been complied with procedures regarding the implementation of the project.

The commission must also analyze whether the "Road map for exploring the possibilities for the expansion of the gas transmission system of the Republic of Bulgaria" contains conditions and commitments that contradict the Bulgarian national interest. The commission must also conduct an analysis and check for the presence of illegal or unprofitable clauses for the Bulgarian side and making Bulgaria dependent on the Russian side. An analysis of the documents leaked to the media and photos from the e-mails of Russian citizens, including Russian citizens sanctioned because of Russian aggression in Ukraine, was also recorded, "Road map for exploring the possibilities for the expansion of the gas transmission system of the Republic of Bulgaria", showing how the Turkish Stream gas pipeline was implemented under the dictation of the Russian company "Gazprom" and the authorities in Moscow, and showing how the Russian state directly managed the Bulgarian energy sector during the construction of "Turkish Stream" .

The deputies disagreed at the very beginning even on the name of the gas pipeline - according to GERB, it is "Balkan Stream", and according to PP-DB - "Turkish Stream".

During the debates, GERB-SDS MP Temenuzka Petkova stated that "Balkan Stream" is a project that can be seen, touched and brings hundreds of millions. She added that they are not worried about the temporary commission because the project and the work on it was only in the interest of Bulgaria.

Venko Sabrutev (PP-DB) asked Petkova where the original road map is and why it is not in the Ministry of Energy.

Petkova, for her part, clarified that a copy of the road map for the gas pipeline was provided by the State Tax Administration during the administration of Kiril Petkov. She reminded Sabrutev that at the time he was working at the Ministry of Energy.

The MPs from the opposition put a number of questions to the PP-DB, the main one of which was where they were for 9 months when they governed together with the GERB-SDS. The debates were mainly accompanied by political attacks and the Speaker of the National Assembly called on them more than once not to deviate from the topic.

Temporary commission on the derogation for Lukoil

The creation of a temporary commission regarding the derogation enjoyed by Lukoil also did not go smoothly and was also left without a chairman. Of the two drafts submitted for consideration in the plenary hall (of PP-DB and GERB) finally, after editorial amendments by Zhecho Stankov from GERB-SDS, including in the title, the temporary commission was accepted to establish the economic effect for Bulgaria of the requested granted derogation, which was used by "Lukoil", as well as non-fulfillment of an obligation of the Minister of Economy and Industry for the entry into force of the Law on Compensation of Transport Consumer Costs and the consequences of this non-fulfilment. After the voting of the editorials, the MPs from the PP-DB declared that they were withdrawing the draft decision submitted by them. Thus, only the decision of GERB-SDS was put to a vote and it was adopted with 151 votes "for" and 33 "against".

The nominal composition of the commission was voted en bloc. From GERB-SDS the deputies Alexander Ivanov, Georgi Georgiev, Krasimir Valchev, Hristo Gadjev and Desislava Trifonova were elected, from PP-DB - Radoslav Ribarski, Vasil Stefanov, Ivaylo Mirchev and Iskren Mitev, from DPS - Bayram Bayram, Yordan Tsonev and Elvan Gyurkash , from "Vazrazhdane" - Boris Aladzhov, Stoyan Taslakov and Dimitar Gyurev, from "BSP for Bulgaria" - Atanas Zafirov, and from "There is such a nation" Alexander Valchev.

Temporary Commission for the Customs Agency

The Parliament also decided a temporary parliamentary committee to investigate the corrupt practices in the "Customs" agency and the possible role of Asen Vasilev in them. The proposal, as well as the draft decision, is of "There is such a people" (ITN) and was voted with a majority of 133 votes "for", as well as 10 "against" and 40 "abstentions".

The commission is expected to prepare a report on the results of the work and the established facts and circumstances. Its term is also 1 month, and its composition will include 12 people's representatives, elected on a parity basis - one from each parliamentary group. The members of the commission will be Temenuzhka Petkova and Raya Nazaryan from GERB-SDS, Venetsia Angova and Konstantin Bachiyski from "We continue the change - Democratic Bulgaria", Yordan Tsonev and Hamid Hamid from DPS, Kliment Shopov and Dimo Drenchev from "Vazrazhdane", Rumen Gechev and Christian Vigenin from BSP for Bulgaria, as well as Toshko Yordanov and Stanislav Balabanov from ITN.

This is also the only temporary commission with an elected chairman - Toshko Yordanov (ITN).
