The Minister of Energy, Rumen Radev, promised to start an explanatory campaign for the liberalization of the market for domestic consumers within a few weeks and admitted that the department is not yet ready for this. During a hearing in the Energy Committee of the National Assembly, the Minister of Energy explained that the Energy and Water Regulatory Commission (EWRC) was "cleaning up" texts in the by-laws (the relevant Regulations). As he put it, "it's being worked on." "We give opinions, exchange texts with them, opinions. Our task is generally to have this process completed within the next few weeks, so that these Regulations can also go through public discussion. After that, we are preparing an information campaign," said the minister. In his words, there are "different models that we develop with them for prices, forecasts, what's possible." Radev stated that with the introduced threshold of a revenues of Kozloduy NPP "we have already created a buffer that we consider to use if necessary, in case interventions are required in the future to support the price for household consumers".

"This is the logic, but the information campaign is a very important thing. We agree with EWRC. We are not ready with that yet," said the minister in response to a question from PP-DB MP and Deputy Chairman of the Energy Commission Radoslav Rybarski.
