”Ministry of Environment and Water backs the draft bill on amendments and supplements to the Waste Management Act,” said Stanislav Anastasov, Minister of Environment and Water, speaking at a briefing, FOCUS News Agency said.
“The demonstrators at the [Kapitan Andreevo] border checkpoint protests against the obligation of the municipalities to construct sites where they will hand ferrous and non-ferrous metals for free. The Ministry of Environment and Water supports the draft bill on amendments and supplements to the Waste Management Act, which extends the transition periods. Unfortunately, the problem has become too grave, the businesses have not been able to work since yesterday, the Ministry of Environment and Water faces a number of challenges connected with its functions to exert control, as the municipalities have not complied with their obligation to construct such sites. We have officially approved the Waste Management Act, through which we support the extension of these time periods until 2015,“ the Minister said, adding it was the National Assembly that had to make a decision now.
“We have officially undertaken the engagement, as far as our authorities allow us, to organise meetings with representatives of the protesters and the three parliamentary forces – the Movement for Rights and Freedoms (MRF), the Bulgarian Socialist Party (BSP) and the Citizens for European Development of Bulgaria (CEDB). After this meeting they [could] go to the National Assembly along with representatives of the Ministry so that these meetings take place and the parliamentary represented parties have undertaken to an engagement by the end of the day,“ Anastasov commented.
Representatives of companies purchasing ferrous and non-ferrous metals blocked the traffic at Bulgaria’s Kapitan Andreevo border checkpoint on Monday.
They were explicit that they would remain at the border until they receive answers from the ruling power about when the Waste Management Act would be amended.
Vehicular traffic was suspended in both directions Tuesday at Kapitan Andreevo, it was announced.
